What is it about?
On the basis of a qualitative analysis on youth policies conducted in two European cities Bologna and Frankfurt, the paper analyses whether they are in line with national and European youth policies. It illustrates first the historical background and then the current structure of local youth policies. After this, it presents the results of expert interviews and, focus groups with young people engaged in the youth scenes of the two cities, showing differences and similarities in the way in which young people perceive and take them up

Why is it important?
The paper is important because it shows how meaning and actions change according to the perspective of the expert involved in structuring the youth policies and young people using them differently. Reflecting on this mismatch could be useful for developping youth policies that are more targeted to the need and desire of young people
Perspectives
Working on this paper, I had the opportunity to reflect on how young people participation and engagement have changed, shifting from the mainstream politics to the individualised activation on topics that are connected both to the local and the global scene. It seems that the national level doesn't interest anymore the young people.
