What is it about?

After withdrawing from the International Convention for the Regulation of Whaling in 2018, Japan became the only State conducting commercial whaling outside the purview of the International Whaling Commission (IWC). This article examines the relationship between Japan and the IWC before and after Japan’s withdrawal. Such an examination highlights the influence that Japan’s international duty to cooperate in the conservation and management of cetaceans might have across various international instruments.
