What is it about?
This paper examines Central American community law within the Central American Integration System (SICA). Despite SICA's aim to create common rules and laws for regional integration, progress has been slow. The research finds that SICA's structure and issues in law creation result in low enforcement levels, undermining its effectiveness. The paper suggests a need for institutions with both legal and political capacity to create laws and advocates for reforms to improve enforcement and effectiveness in regional institutions to prevent their loss of legitimacy.
