What is it about?

Circulation of data between public administration and private entities can foster innovation and address relevant social challenges. Climate change, pandemics and urban planning are just a few of the societal challenges that an efficient exploit of data could allow the public sector to tackle. These are some of the reasons why it is essential to analyze models of data sharing. Nevertheless, the possibility for the public sector to access privately-held data remains mostly unexplored. _x000D_ Therefore, this study seeks to examine, on the one hand, how data sharing practices from business to government (B2G) could be improved; on the other hand, it outlines the current legal framework in order to understand what type of sharing is allowed and under what conditions._x000D_ In order to do so, the research analyses concrete experiences of B2G data sharing between private entities and European local administration. This activity allows to evaluate possible models that could facilitate business to government data flows: a voluntary access model; a mandatory access model; a third model which combines the previous two._x000D_
