What is it about?
In this work, the authors explore the obligations on waring parties to take precautions against attack in the age of digital infrastructure. They speak to the challenge of separating military and civilian digital infrastructure and the risks this poses for civilians in times of armed conflict. They explore examples of where systems can and should have precautions built into them. They speak to an imperative that systems designers consider these legal obligations from an early stage in the design process.
