What is it about?
Most societies value charity, and every society has encouraged people to develop organization to provide charity to the needy. Making sure that donations are fairly delivered to the needy, the poor and others is an important task for government. This article considers the way that China has developed rules under whcih charities can operate. It helps define those areas of giving that are to be encouraged and provides rules for establishing and operating a charity

Why is it important?
Donations and charity are among the most basic and important human activities. State regulation protects both the people who donate and people who receive charity from fraud and ensure that charities can serve their highest interests.
Perspectives
The Chinese charity law is a good example fo the way in which states are challenged to ensure that the basic generosity of its people can be channeled in ways that are complementary to the basic political principles of the government. It also provides a good example fo the challenges of creating regulations fort institutions that may appear simple on the surface but whose operation raises a number of important issues of law, politics, economics and social values.
