The European Union’s Space Diplomacy: Contributing to Peaceful Co-operation?

What is it about?

What kind of diplomatic actor is the EU in space? With increasing geopolitical conflict on earth – does the EU contribute to more rivalry and conflict or to continued peaceful interaction? The paper distinguishes three analytically distinct but empirically overlapping space policy models, applicable also to other Global Commons areas. It finds that the EU increasingly links its space policies to its broader quest for strategic autonomy. This has not, however, led the EU closer to becoming a traditional space power in the realist sense. Instead, EU space policies are in line with what one would expect of a liberal internationalist actor, promoting multilateral cooperation to secure its economic and dual use strategic interests in space. The EU is committed to the peaceful development of space through diplomatic practices that result in common norms and regulations
