What is it about?

Assessing the effectiveness of the Nigerian National Assembly is somewhat problematic especially in lawmaking performance. This is because, a Bill passed by one chamber must be concurrently passed by the other chamber in identical form before such can be transmitted to the President for assent. The implication is that one chamber's effectiveness is tied to the other chamber's. In view of this, this paper attempts to assess the performance of the National Assembly by comparing the legislative output of the two chambers in order to see which is more effective
