What is it about?

State, albeit, reluctantly used the ethno-territorial autonomy arrangement to manage diversity. But, the territorial autonomy model is not a panacea for all ethnic demands rather it brings adverse effect on internal minorities. The majority-minority issue can not be solved by on the sole arrangement of territorial autonomy. Hence, the impracticability of ethno-territorial arrangement born another political theory that is Non-territorial Autonomy. The normative and empirical issue of NTA get the attention of scholars, politicians, and practitioners for the last two decades. This model become to conceived as a solution for the defies of territorial autonomy. It decouple ethnic groups from territoriality. It is a complementary for Territorial autonomy and an optimal option to mitigate the adverse effect of territorial autonomy on internal minority. Therefore, this article examine the promising response of NTA for dispersed minority in a country of adopting territorial autonomy, Ethiopia.
