This article is titled, "“To Boldly Remember Where We Have Already Been: Revisiting the Cutter Polio Vaccine Incident during Operation Warp Speed.” It revisits the Cutter Incident in the United States in April 1955 when mass-produced doses of Polio vaccine containing inactivated, live polio virus were released to the U.S. public, primarily for inoculating children in 1st and 2nd grades. It recounts the incident and short and long-term consequences for future vaccine development. Liability without fault, among other consequences resulting from the incident, are assessed in the context of current vaccine development for COVID-19 through Operation Warp Speed, the U.S. government effort to develop a vaccine for the first pandemic of the 21st century.
