What is it about?
This study explores the key factors shaping the Turkish Navy's strategic development from 1923 to today. Contrary to claims that the Turkish General Staff's naval focus was purely deliberate, findings show their decisions were shaped by complex internal and external factors, including resources, institutional dynamics, global maritime trends, and strategic needs. Despite constraints, the Turkish Navy has pursued strategic independence and operational effectiveness, laying the foundation for future global capabilities.
