What is it about?
This paper is a first person account of the rise of cities as international actors shaping the norms and principles that will guide international migration policy into the future. It argues why today's multilateralism needs cities in the forefront.

Why is it important?
This is the first paper with an insider's perspective on how cities and their mayors influenced the UN Global Compact for Migration. It outlines the significance of new actors in the international system that can and should guide global cooperation. This paper prescribes greater efforts to secure mayors' meaningful participation in policy deliberations, and cities' direct access to financing.
Perspectives
In writing this paper, I was able to reflect on the last three years of advocacy and shuttle diplomacy in lifting the voices of cities at the UN and, in parallel, the role of the non-governmental sector in advancing systemic change.
