What is it about?
A history and analysis of federal legislative efforts to ban dogfighting and cockfighting in the United States. The paper examines the set of structural and practical challenges in enacting meaningful animal welfare legislation, and demonstrating how a series of incremental reforms were needed even on an issue that has such popular support.
