What is it about?

Governments around the world are investing heavily in digital technologies to improve public services. However, many digital government initiatives remain fragmented, focusing on technology without adequately considering the people, organizations, and processes required to create meaningful public value. This study proposes a People-Centric Smart Government Ecosystem Framework that helps governments design and manage digital transformation in a more integrated and citizen-centered way. The framework combines three key elements—People, Process, and Technology—with four governance levels: strategic, tactical, operational, and service levels. This structure helps explain how political leaders, managers, public servants, and citizens interact within a digital government ecosystem. Unlike many existing models that primarily emphasize technology, this framework highlights the importance of aligning human needs, organizational processes, and digital capabilities across all levels of government. The study also explores how emerging technologies such as artificial intelligence, digital twins, and immersive digital environments (Citiverse) can be incorporated while maintaining a strong focus on public value and citizen experience. The framework can support policymakers, government agencies, researchers, and practitioners in developing more coordinated, responsive, and sustainable digital public services.

Why is it important?

Governments worldwide are moving beyond basic digitalization toward more integrated and citizen-centered forms of digital government. However, many initiatives still focus primarily on technology, while overlooking the organizational, human, and governance factors required to create sustainable public value. This research is important because it offers a holistic framework that connects people, processes, technology, and governance structures into a single ecosystem perspective. Unlike many existing smart government models that emphasize digital platforms or technological capabilities alone, this framework highlights how different actors—from political leaders and public managers to frontline staff and citizens—must work together across multiple organizational levels. The framework also provides a timely perspective for governments preparing for emerging technologies such as artificial intelligence, digital twins, and immersive digital environments (Citiverse). By positioning people-centricity as a system-wide principle rather than a feature of service interfaces alone, the study offers practical guidance for designing digital government initiatives that are more integrated, responsive, and sustainable.

Perspectives

This publication reflects my experience working at the intersection of academic research and real-world digital government transformation. Throughout my professional journey, I have observed that many government digitalization initiatives struggle not because of technology limitations, but because of fragmented governance structures, disconnected organizational processes, and insufficient attention to human needs. This study was motivated by a desire to bridge that gap by developing a framework that is both theoretically grounded and practically applicable. The ideas presented in this paper have been shaped by insights from research as well as experience supporting digital government initiatives at national and local levels in Indonesia. I hope this framework can contribute to future discussions on how governments can create more people-centered, collaborative, and adaptive digital ecosystems that deliver meaningful public value for citizens.
