What is it about?
"Techno-legal Solutionism" is what happens when policymakers legally require technology companies to solve complex societal problems. We argue that this configuration is doomed to fail, just as it does when technology companies assert that they will solve such problems. To explain how this is unfolding, we examine the "duty of care" provisions in the proposed Kids Online Safety Act (KOSA). KOSA expects that technology companies can - if they were properly motivated - design to prevent negative outcomes like bullying, sexual harassment, and mental health harms.
