Supported by the Action Research Approach, this paper highlights the improved process of formulation of the new EGOV Strategy of Cape Verde which can benefit other countries due to its consistency, cohesiveness, and reusability potential.

Perspectives
Writing this article was a great pleasure as it has co-authors with whom I have important collaborations. This article also lead us to identify pertinent obstacles of EGOV development in countries such as Cabo Verde and propose a improved process that can help subsequent EGOV strategy formulations.
