What is it about?
How can someone verify that the software inside a car is up to date and not modified? Or a larger problem - how can a government regulator verify all of the cars?

Why is it important?
Vehicle manufacturers may be reluctant to share the software where competitors or hackers may misuse it, and regulators would struggle with maintaining the complete SW for every vehicle, with updates. Also, exchanging large amounts of data with a mobile device (a car is inherently mobile) consumes time and money.
