What is it about?
A privacy policy is the only document that internet users can use to understand how their personal data is used by an organization. However, they are often unavailable due to missing and broken links, empty pages and language mismatches. In this paper, we not only estimate the rates of policy unavailability, but we also estimate the total number of policies on the web.

Why is it important?
We find that privacy policies are often unavailable to read and estimate a number of ways in which they are available therefore giving policy regulators an opportunity for effective regulation.
Perspectives
We know people don't read privacy policies. But we if policies aren't available to read, issues can go unchecked.
