What is it about?
For the sake of investigating the reasons and putting forward targeted solutions, an empirical study based on quantitative research methods and questionnaire survey is presented. The research analysis focus on the three basic factors: the quantity of basic medical equipment; the number of medical staff; the professional quality of the medical personnel. The result proves that: First is personnel factor. On one hand, necessary medical treatment cannot be obtained due to the insufficient supply for health technician in rural areas, which lead to delayed treatment; On the other hand, as for the personnel capacity, most doctor in rural area fail to have qualified capability which means patients lack of efficient and professional treatment and even get worse for the inappropriate treatment. Second is the capital resource. Proper treatment hasn’t been taken for all patients on account of the scarce medical resources so that patients cannot be guaranteed timely treatment when needed. These results expanded the theoretical research on rural medical system in a certain extent and provides the Chinese government with solid advice on polices setting in practice.

Why is it important?
China has formulated policies and invested heavily to construct a highly efficient rural medical care system in order to close the gap in line with urban system as well as reduce the burden of the rural system. Nevertheless, rural medical care quality is still substandard and difficult to catch up with the urban medical quality for a variety of reasons. Such continuous inconsistency between urban and rural medical service quality is an urgent and extremely important problem for China, which is actively developing and pursuing a well-off society in an all-round way. Therefore, it is very necessary and urgent to study the root causes or main causes that lead to the gap between urban and rural medical care, and also provide a direction for professionals to put forward solutions.
