What is it about?

This paper describes how Hong Kong government departments employ the Web to disseminate information. Unfortunately, the outcomes are far from satisfactory. We proposes novel methods for public engagement using Web 2.0 technologies. Additionally, public should be empowered to have open dialogues with government departments and other stakeholders in order to create congruence between different parties' interests.
