What is it about?
There are high political expectations of entrepreneurship for the indigenous economic growth and development of rural areas. Rural development policy aims to guide entrepreneurs to meet these expectations, especially through subsidies. This paper examines how it is possible to do in enabling way.

Why is it important?
The excessive bureaucracy has been acknowledged as one explanation that hinders entrepreneurs’ interest in business development measures, so it is crucial to reduce the administrative burden on entrepreneurs and, at the same time, the administrative burden on public authorities in dealing with business support.
