Why is it important?

Sets an agenda for future research, to help avoid scatter gun research topics that do not add to each other or push the field forward, reexamines what makes an essay a classic and hence what writing is likely to become a classic in the future

Perspectives

The classic budget essays are not usually looked at together, to see how ideas have developed over time, reacting to each other. Nor do budgeteers examine these essays to see what is missing, what might no longer be applicable, or in what direction the classic essays point for future research. Research agendas are often set by current problems, with the result that the literature has a happenstance feel. With the often noted absence of a theory that generates and organizes research questions, it is useful to have some direction for future research.
