What is it about?

We show that the cost of responding to a disaster increases dramatically when the impacted region does not have adequate infrastructure to support relief efforts. This is exacerbated when the disaster occurs unexpectedly (e.g. a major earthquake) and when the impacts of the disaster are spread across a large area.
