What is it about?
I draw on urban theorists (Ernst Bloch, David Harvey, Henry Lefebvre, and others) to theorize different “layers” of how illegalized migrants can belong and why they should. These layers range from the practical (e.g. sanctuary city) to utopian (urban citizenship).

In an era of Trump, cities and their mayors and councils are resisting federal attempts to incarcerate and deport portions of their population. But what form can these acts of defiance take, and are new political communities emerging at the urban scale?
