This article critiques current methods of Unemployment Insurance experience rating and suggests alternative methods that are easier to implement and provide better employment incentives.

Why is it important?
Due to the covid-19 pandemic, many state Unemployment Insurance trust funds have been drawn down. Some states will have to consider financing legislation in 2021. Hopefully, they will consider our ideas as part of that effort.
