What is it about?

Russia is one of the most educated countries in the world. However, the role of human capital is remaining at surprisingly low level. I study the reasons why workers in Russia do not participate in training. The principal answer is - skills polarisation 'at the bottom'. A majority of the Russian workforce belong to the lower class formed of 'generic labour' situating at bad jobs that scarcely require skills development.
