This paper details a method for geolocating scanning radar emitters by combining a new observable with a nonlinear optimization technique.

Why is it important?
This technique is well suited to geolocate radar systems using a distributed network of disparate sensors. The requirement for timing synchronization between receivers is several orders of magnitude lower than with traditional methods. This would allow for much simpler systems to be fielded. Further, this technique works with a single receiver to many receivers, which allows for great system flexibility.
