What is it about?

A mid-size Scandinavian city changed how money was allocated to its elderly care units. The change triggered changes to care workers' daily work schedules to the point that care workers felt they could no longer do their work in a reasonable manner. I analyze how these events unfolded and show how, by building an argument based on printed schedules and health and safety regulations, workers were successful in making the city reconsider.
