What is it about?

Competent HR professionals are needed to implement effective public sector reforms, especially in developing countries. We show how agency accountability, autonomy and servant leadership can promote HR competence, and in turn improve HRM practices that lead to better performance, commitment and motivation. These institutional settings and outcomes provide potential means to address nepotism and corruption.
