Understanding different levels of e-participation in Spanish municipalities based on city and citizen profiles

What is it about?

Cities with larger populations and better-educated citizens are more likely to offer advanced digital tools for citizen participation. Studying Spanish local governments, we find that while these tools promote engagement, they rarely give real decision-making power to the public.
