Innovation and NPD require among others cross organizational fertilization. Clusters are most suitable organization for that when led appropriately. A model for the active management of clusters is proposed, targeting collaboration and innovation.

Why is it important?
First, it is delivering a common basis to positively distinguish for open and innovative organizations when selecting partners for inter organizational product realization. Second, it is leading the way towards the transformation of industrial clusters to a virtual organization.
Perspectives
Classical company boundaries will disappear with time, especially with the penetration of the Industry 4.0 technologies. Industrial clusters already contribute massively to NPD and product realization. If they are managed proactively, they can deliver the right environment to survive, especially for open and small companies with vertical expertise. This requires system building, which is included here.
