What is it about?

Migrant children who have no recourse to public funds do not have access to most social security benefits, so are at high risk of poverty and destitution. Local authority services to prevent destitution are not always effective, and can be stigmatising. If they adopted an early action approach to support children before they became destitute, they would achieve better outcomes. The paper offers eight principles for early action with this group of children, using the mnemonic 'PERSPECS'.
