What is it about?
Acknowledging that vulnerable adults need safeguarding acknowledges that there are people who would inflict abuse and/or harm upon them. Making abusers criminally responsible for their actions provides a new dynamic to the safeguarding adults debate. Suspects, when not processed in the criminal justice system, will be able to continue to offend against the vulnerable in society.
