Reverse decoupling: Ukrainian case of healthcare financing system reform

What is it about?

The paper focuses on inter-organizational interactions, i.e. between Ukrainian central government and local governments, in the context of public sector reforms, namely the reform of the healthcare financing system from 1991 to 2016. This case revealed the bottom-up nature of decoupling.
