(Non) rationality and choice architecture: a behavioural approach to public administrative discretion in New Zealand

What is it about?

Non-partisan administrators implement the policies of political masters, but traditionally do so in politically neutral ways. In response to a decline in neutrality in several countries, New Zealand legislators tried to preserve this ambiguous neutrality through statute. Rather than merely a set of rules, the new law tries to shape behaviour through symbols, purpose, and belonging.
