What is it about?

This case study investigates the phenomena of a successful public-private partnership (PPP) project in a Covid-19 dashboard in Hong Kong led by the Smart City Consortium with the Hong Kong government. Hong Kong is identified as one of the developed economies with the lowest infections of Covid-19. The reason is due to the Covid-19 dashboard which was launched on February 3, 2020 by the Hong Kong government; the same day that the World Health Organization launched its own Covid-19 dashboard. This dashboard is believed to be one of the effective and successful means implemented to help control the spread of the pandemic. The dashboard project was led by a non-profit alliance promoting smart city development in Hong Kong. The activities conducted within this project exhibits the behaviour of Mass Collaborative Knowledge Management which are led by the leaders at the alliance, with other actors such as knowledge workers and volunteers. The success of this project was attributed to the reputation of the Smart City Consortium and specifically the interpersonal trust developed by its leadership team, and the success of the dashboard also rely on the technical knowhow of the extended team of volunteers in using the digital dashboard software. This case study provides further theoretical understanding on how leadership activities and leadership attributes could play an important role in alliance performance in smart city development.
