What is it about?

The article deals with the problems of legal and technological regulation, which associated with the of standardization. One of the technological problems is the incompatibility of various systems. The only solution to this problem would be if everyone used the same one. But, it can lead to monopoly. The mutual openness of different systems should be the most important characteristic of the information society. The principle of free interaction and the property of open systems are together called interoperability,, or interoperation. Interoperability is the main property of open systems and is achieved by using generally-approved sets of standards. We cited a study of Russian legislation and its response to the openness of systems.
