What is it about?
Many small businesses start "off the books" to test ideas or save costs. Our interviews with 25 UK entrepreneurs show this can be both a launchpad and a trap: early choices create paths that are hard to leave, even when owners want to register, grow and hire. Supporting transitions needs practical help with pricing, bookkeeping, and phased tax steps, not just enforcement.
