What is it about?

This paper aimed to shed light on the formation of an urban resilience planning process which offers an upgraded and an updated planning process as a response to the ever changing urban dynamics. From this point of view, “Resilient Urban Planning Process” is defined with the updated components of urban planning processes called as “Five Elements Process which; - aims to address urban complexity by managing change and expanding the diversity of response to unexpected threats, - is integrated with the three different but complementary aspects of resilience; “to what”, “where” and “how”, which makes the planning processes holistic, forward-looking and dynamic for the unexpected challenges, - performs by multiple stakeholders through all aspects of urban planning as well as their interdependencies in multiple scales to create the most proper planning tools and policies by the application of resilience attributes.
