Radio regulations typically make use of metrics that were defined more than a century ago. This paper proposes a new set of metrics that allows designers more freedom and encourages more efficient use of scarce radio spectrum.

Why is it important?
The conventional metrics typically consider transmitter power and its by-products. Although this leaves radio equipment designers much freedom it does not encourage efficient use of spectrum resources. This is especially true of license exempt ("unlicensed") spectrum such as the 2.4GHz and 5GHz bands. Ideally, regulatory criteria should be technology neutral while encouraging efficient spectrum use. This paper proposes metrics that recognize the impact of smart radio technology and support such forward looking radio regulations.
