How to control the cost of a large project using a new method which relies on a dynamic reallocation of costs amongst various packages in a project .

Why is it important?
It is in alignment with the method suggested by Dr Eliyahu Goldratt for managing the time of a project , using dynamic project buffers , activity buffers and resources buffers . And it has been tried out in two large projects where it yielded world class results .
Perspectives
The paper has been compiled and published after many years after the project got over . In the interim I have not seen or read another academic work in this area . So I thought that writing a paper about this topic could be a useful contribution to the literature on the subject .
