What is it about?

Open Government Data (OGD) policies aim to increase transparency and drive innovation, but their effectiveness varies across regions. We show for the first time how these policies achieve better results in economically advanced areas, like Eastern China, while struggling in less developed regions. This study reveals that technical support goals are more successful than innovation-driven ones, which often fall short. Our findings highlight the need for policymakers to adapt OGD strategies to regional conditions, ensuring fairer access to the benefits of open data.
