Why is it important?

Oftentimes government interventions are not evaluated by an independent study to examine the real impact of such programmes. This is the first independent study to examine the success or otherwise of the programme instituted some years back.

Perspectives

It is indeed an interesting publication, considering the methodology used and the findings. Such small programmes tend to benefit smallholder farmers but are often less given attention.
