What is it about?

We determine an efficient allocation of repair teams and repair items to areas where navigational aids have been damaged. The assumption is the damage has occurred as a result of an approaching hurricane. Using historical information on storm damage and information about the likely path of the hurricane, we estimate what items should be ordered from suppliers, where the items should be staged prior to the storm, and how to distribute the items and teams after the storm.

Why is it important?

This paper introduced a two-staged stochastic pre-positioning model to assist with short-term port recovery decision making in response to severe weather events, such as hurricanes. We also introduce a response ratio performance metric to quantitatively show the level of restoration that can be achieved based on a target recovery time.
