What is it about?

This research takes a limited look at how mid-level managers are promoted within a large metropolitan area. The rank of Lieutenant in a police organization is a vital role as the conduit through which policies become action. Hence, the success or failure of an agency relies on the compentency of these individuals. How they are promoted to that rank is, therefore, extremely important.

Why is it important?

The significance of this report is in the understanding of factors unrelated to one's actual ability often count the most toward their eventual promotion. This is problematic as one's age, sex, tenure, prior disciplinary record, etc., are not supposed to influence promotional decisions within the specific process anaylized in this study. Surprisingly, the number of times one participates in the promotional process decreases their likelihood of being promoted.
