Including factors that are thought to help, and removing those that don't is a great way to improve development or peace.
Perspectives
This paper is important because of the increased competition for rarefying financial resources. As such, organisations that increase "ladders" and remove "snakes" from their project design should, theoretically, be more successful, and thus, be in a better position to attract, and retain, funding.
