The problem of environmental pollution can be managed by fixing rules and applying penalties or trying to make emission's abatement more convenient with market mechanisms.

Why is it important?

In the paper a practical case has been presented. It is related to one of the most important tannery industrial districts in Europe. A specific approach ("the bubble") is proposed and discussed.

Perspectives

The possibility to deveop market instrument for pollution control is not easy because the system must be conformal to existing environmental regulations. These are based on the command and control approach in which the space for market tools is very narrow. Development of positive and important cases can favour a public discussion on this approach and the involvement of politicians.
