What is it about?

This study looks closely at how gender is talked about in Pakistan's digital policies. We want to understand the assumptions and ideas that shape the way policy makers think about the gender gap in digital inclusion. We treat the documents that make these policies as active parts of shaping how we see things. We use detailed methods to study how these policies talk about the gender gap in digital inclusion. Our goal is to challenge the common ideas from richer countries and help make policies that include everyone better. We argue that digital platforms aren't a quick fix for gender equality and show how women face extra challenges because they're not represented or are used in the wrong ways. What we found is that the way gender is talked about in these policies is influenced by certain ideas. We say that the usual global idea that digital platforms will fix everything for gender equality is too simple. Instead, we show that women face extra challenges because they're not represented correctly or are used in the wrong ways. We think we need to change how we think about these things and work together to really make things equal for everyone in digital inclusion.
