The study develops a two-phase model for emergency logistics, optimizing routes (VRP) and resource allocation (RAP) using CPLEX, MDAH, and GA. Applied to the 2019 Alappuzha flood, it showed practical utility. Limitations include single-depot scenarios and no demand uncertainty.
