What is it about?
Measuring hospital supply chain performance does not guarantee improvement in medicines availability. We have shown for the first time that a shift in mental models of the Drug Revolving Fund managers allows thinking beyond hospital boundaries and leveraging capacities within the supply chain network.

Why is it important?
Our findings show that the dynamic behaviours driving medicine stockout lie in the structure, feedback, and delays of the drug revolving fund program. We identified the variables that affect medicine availability and developed a network model beyond hospital boundaries. This is important for pooling resources for supply chain improvements and sharing capacity. We identify areas of synergy to include procurement, sharing technologies, and best practices to increase medicine availability.
